Rep. Young: Thank you Mr. Chairman. The only reason you would want to vote, to
keep this amendment on is if you want it delayect another step in the process with the idea
that maybe there is just one little reason why it might not get adopted back into the senate
so there is no reason for this to really to go on there and I said before the idea was when staff gets it matter consistency they don't look at the house and seaate rules and say is
this going to go through in a certain kind of way, we're the one that make the decisions .
on that they brought the amendment in well it needs to be done and we. offered it and
adopted it, purely for the reason tha.t it was a way to keep a consistency with what we've .
done the titles before. It has nothing to do with the rule we don't ha.ve to adopt this report
--to have-the bill go thtough but it does cause'one more step to have to be done, and fhat- is
the senate will have to concur with house amendment. And we don't have to ga through
that step. Again its-not matter whether its witb.in the rules it was just a process that.we
went through at the time, it didn.'t occur to me that what we might want to do is make .
sure it goes through little bit faster so we did adopt the amendment but it doesn't have
. anything to do with substance of the bill which, its just the change in the title. So I'm
.going to ask for rej ection of this committee report and I hope unlike sometimes in the '
past tha.t members of my caucus aze listening to the debate down here and paying
attention. •
Chaiiman: Fwrther discussion on Senate Bill 216, is Representative Plant.
Rep. Plant: Thank you, I' m not certain what the feaz of is of the concurrence by the
senate I mean this is I' ll tell yau right now, I. think this is a change in water law,
obviously something that in Colorado we take very seriously I don't know why were so
fearfial that the senate is going to either concur or not concur. Its going to go to
conference on it, this is what bills go through all the time. I'm not sure what the fear is
here and tlus is something that was adopted in the appropriation committee just
yesterday, seems like the only reasan to rej ect this is because the sponsor is afraid that its
not going stand up to the mustard of concurrence and I don't see tha.t's necessarily the
case.: I urge a yes vote.. , . ,. _ _ . .
Chairman: Representative Spradley
Rep. Spradley: Thank you, Mr. Chairman, well representative Plant you've voted against
this bill at every step in the process so far and so I think your motives are some what. I.
will withdraw that, under my own rule. Okay, I think you've voted I only stated the fact
you voted against t11is bill every step of the way. This is a technical issue its changing the
title, the title does not become part of the statute, the tifle does not become. It is what it is
and that it allows us to do tb.e process here. It simply shortens the title. I ask for a no
vote. • Chairman: Further discussion on the appropriation committee report. The request before
us is the adoption of the appropriation report. All in favor say I, Vote: I '

... . . .. . . . . . . .. .. . . . . .2 . . . .. .
