ERWSD Wastewater Treatment Plant Return, 100 feet upstream of USGS <br />09067020 <br />The Town of Avon anticipates working with the Water Commissioner for District 37 to <br />determine the most appropriate method of ineasurement for administrative purposes. <br />V. Minimal Flows Sought <br />Three different levels of recreation experience are sought for three different periods. The <br />levels of recreation sought are beginning whitewater freestyle, intermediate whitewater <br />freestyle and advanced whitewater freestyle. Freestyle kayaking has specific equipment, <br />largely defined by a planing hull as opposed to the displacement hulls of slalom kayaks. <br />Planing hulls have a flat bottom, and the sides come up from the bottom at a defined <br />angle. When at rest, or when paddled very slowly, planing-hull boats plow through the <br />water. When the boat is given some speed, the flat surface skims to the water's surface, <br />and allows the boat to spin and the paddler to perform tricks. <br />Advanced freestyle kayak paddlers require a wave that would allow a boat to hydroplane <br />on the water, this is the initiation for all aerial maneuvers. There is a natural, existing <br />wave at the location of Bob Sr. that provides advanced whitewater freestyle recreation at <br />approximately 3,500 cfs. The proposed designed structure at Bob Sr. modifies the <br />existing wave to create the intended recreational experience at a lower rate of flow. The <br />proposed Bob Sr. design efficiently maximizes the local hydraulics without increasing the <br />Base Flood Elevations. To have this reasonable recreation experience, a minimum flow <br />of 1,400 cfs at Bob Sr. is required. Bob Sr. would also have the potential to be a rodeo <br />venue. It is desired to achieve this level of experience because of the publicity and <br />economic impact of festivals and competitions. Having a feature that attracts world-class <br />competitors to festivals and competitions enhances the economic benefits to Avon. <br />Intermediate freestyle kayakers have been another key focus of the Avon whitewater <br />improvements. Intermediate freestyle kayakers have advanced boating skills and are <br />performing stunts in their boats. It is more important for the intermediate reasonable <br />recreation experience to have an extended season duration than a short extreme peak. A <br />wave hole feature that provides hydroplaning and a foam pile is the attraction for <br />intermediate freestyle kayakers. The Bob Jr. feature is designed to provide the <br />reasonable recreation experience of a wave hole at a minimum flow of 350 cfs and thus to <br />efficiently persist for a sufficient period of the hydrograph. <br />Beginning freestyle kayaking is a level that occurs when a kayaker has obtained enough <br />skill to maneuver in the river.
