C)iver.t•r{m (RICD) !later Right in the Eagle River <br />DESIGN ENGINEERING REPORT <br />TOWN OF AVON'S RECREATIONAL IN-CHANNEL DIVERSION <br />WATER RIGHT IN THE EAGLE RIVER <br />1. Background <br />The Town of Avon has filed an application with the Division 5 Water Court to <br />appropriate flows in the Eagle River for a RICD. The application seeks entry of a decree <br />for the purpose of maintaining flows at levels to achieve specific reasonable recreational <br />boating experiences. The flow rates sought represent the minimum amount of flow <br />required for these purposes. Once decreed, the RICD water right would be junior in <br />priority to all existing absolute and conditional water rights. <br />The amounts claimed by the Town for the RICD are the minimum amounts of flow <br />required to operate three hydraulic structures to be constructed in the Eagle River and <br />achieve specific recreational experiences. The periods of the requested flow amounts are <br />based on hydrologic studies Leonard Rice Engineers, Inc. has conducted that are <br />documented in a separate Engineering Report dated June 2006. The amounts requested <br />also represent the minimum amount of water to achieve a reasonable recreational <br />experience. Recreational Experience Sought <br />The category of whitewater boating experience sought by Avon is freestyle kayaking. <br />Kayaking is somewhat analogous to ski sports; there are three main categories of the <br />sport: slalom, extreme and freestyle, and each has equipment modified for that use. <br />Freestyle kayaking appeals to a broader population than the other categories, similar to <br />skiing, from beginner to advanced. Freestyle kayaking can be practiced at a single <br />whitewater feature and repeated multiple times by navigating upstream after being <br />washed downstream.
