Conservancy Act, § 37-45-118. Acting pursuant to its powers under t}iis statute, Upper Yampa <br />has acquired, by jiidicial decree and transfer, numezous water rights on the Yampa FUver and its <br />tributaries to servf; residents and businesses within its boundaries, the uses of which include <br />irrigation, municipal, industrial, hydroelectric, piscatorial and other bf;neficial uses including <br />Yamcolo Reservcir and Stagecoach Reservoir, both owned and operated by Upper 'Yampa.2 <br />6. The Towns of Oak Creek and Yampa, Colorac3o, are st:atutory towns located in <br />Routt County, Cclorado, which own water rights in the Yampa River basin and operate <br />municipal water systems. 7. The Colorado Farm Bureau is the largest general farm and ranch organi.zation in <br />the state of Coloi•ado with more than 28,400 member families. Founded in 1919, its members <br />represent all face:ts of production agriculture in Colorado. Farm Bureau is an independent <br />organization wit)Z no governmental affiliation. The organization is active in both the legislative <br />and regulatory process addressing issues impacting its member's every-day way of life. Many <br />farm and ranch families, who are members of the Colorado Fann Bureau, hold water rights and <br />interests in water on streams throughout the state that may be affected adversely and significantly <br />if the water court decree is upheld in this case. The effect on Farm l3uz-eau members would be <br />far more substaritial if this case sets a precedent for similar results iri other parties' pending and <br />future applicati<>ns in state water courts. <br />",he City of Aurora, Colorado, acting by and throngh its Utility En.terprise <br />("Aurora"), is a municipal corporation and political subdivision of the State of Calorado, with <br />Z Upper Yampa Water Conservancy District, and the Towns of Oak Creek and Yampa have filed statements <br />of opposirion to the RICD application of the Ciry of Steamboat Springs in Case No. 03CW58, Water Division No 6. <br />In that case, the C.ty of Steamboat Spzings has claimed RICD flows up to 1,700 c.f.s. The Uppei' Yampa Water <br />Conservancy Dist?ict and Towns betieve these flows, if approved by the water court, will signific;antly impair their <br />ability to develop the future water supplies for their constitutants in Upper Yampa Valley. The C;ity has claimed up <br />to 1,700 c.f.s. on ihe Yamp River. <br />7
