The effect on Southeastern's water rights and exchange opportunities, as well as those <br />of the PSOP participants, would be far more substantial if this case sets a precede:nt for similar <br />results in other parties' pending and future applications in VVater Divisions 2 and 5. <br />The Tovms of Oak Creek and Yampa, Colorado, are statutory towns located in Routt <br />County, Colora(io, which own water rights in the Yampa River basin and operate municipal <br />water systems. . <br />The Colorado Farm Bureau is the Iargest general fann and ranch organiza.tion in the state <br />of Colorado wi1:h more than 28,400 member families. Founded in 1919, its members represent all <br />facets of produc;tion agriculture in Colorado. Farm Bureau is an independent organization with <br />no governmental affiliation. The organization is active in both the legislative anci regulatory <br />process addressing issues impacting its members' every day way of life. Many farm and ranch <br />families, who are members of the Colorado Farm Bureau, hold water rights and interests in water <br />on streams thrcughout the state that may be affected adversely and significantly :if the water <br />court's decree is upheld in this case. The effect on Fann Bureau members would be far more <br />substantial if triis case sets a precedent for similar results in other parties' pendin,g and future <br />applications in state water courts. <br />The Cit.y of Aurora, Colorado, acting by and through its Utility Enterprise ("Aurora"), is <br />a municipal corporation and political subdivision of the State of Colorado, with the responsibility <br />of providing rr..unicipal water service to the said City and to those with whom A-urora may <br />contract.
