<br />whitewater boating course in the Town of Vail that was affirmed by this Court in State Engineer <br />v. Eagle River Water & Sanitation Dist., 69 P.3d 1028 (Colo. 2003). The District is keenly <br />interested in any precedent that might be established in this case with respect to the right to <br />appropriate water for recreation purposes. <br />h. Upper Ea l? e Regional Water Authoritv, consisting of the Town of Avon and the <br />Arrowhead, Beaver Creek, Berry Creek, Eagle-Vail and Edwards Metropolitan Districts, <br />provides municipal water service to over 30,000 people in the Upper Eagle River basin. These <br />communities are heavily dependent on Colorado's recreation based economy and the use of <br />water for recreation purposes. The Authority is keenly interested in any precedent that might be <br />established in this case with respect to the right to appropriate water for recreation purposes. <br />i. Colorado White Water Association, ("CWWA") is an all-volunteer organization <br />promoting whitewater paddling in the Rocky Mountain Region. Celebrating its 50'h year, <br />CWWA is one of the oldest whitewater associations in the nation. CWWA introduces new <br />paddlers to whitewater, promotes whitewater safety, offers instruction to paddlers, engages in <br />conservation efforts, and supports racing and freestyle competitions. CWWA's mission is to <br />inform the public about river access, conservation, and other general issues concerning rivers <br />and wilderness, while working to resolve problems related to those issues. <br />The CWWA is directly concerned with recreational water rights and SB 216, since its <br />members use and enjoy the benefits of Colorado's rivers and steams. CWWA's members and <br />paddling and safety instructors use and enjoy the benefits-of Colorado's whitewater parks, <br />including the whitewater park in Gunnison. <br />Tm 1639 <br />-7-
