Dan Schwindt: We would consider what you're doing as part of your presentation,
absolutely. Go ahead. Cnb Marchand: T73ank you. Mr.. Lacy, you mentioned that there aze --

Woman: [unintelligtble]
Gib Marchand: You mentioned that there aze, if I heard correctly, essentially two
kinds of stxuctures, a low flow azea struchne and a high flow azea
strtruqture. Is that correct?
Gary Lacy: It's one strueture, that's a low flow portian of the strucilu'e and a
high flow portion of the same structure. '
Man: Excuse me, do we need an icIentification for the record?
?Cnb Mazahand: And this is Gib Marchaud, asking 1Vtr. Iacy questions, co-connsel for
Upper Gunnison. Forgot to do tbat. Does the low flow, the flows
. associated with the low flow structure, are r.hey controlled by a
different physical struchare than the flows that occur, the higher
flows? That's wha# I'm trying to [crosstalk)
Gary Lacy: . S'es,. thz..f lows. from =o to 250 cubic £eet per secand are controlled
by the physical dinnension, width and elevation, of large boulders
placed at those elevatims and dimensions to coj*ol and capture that
flow at the low flow. And similarly, at the higher flow of 250 efs,
th.ere's a vvider opening and depth to capture and confrol that high
-flow vv:ith that structure:
Cnb Marchand: Doeg the low flow area accomm?odate as wide a vazieiy of users and
s1a1l ievels as the bigh fldw area.?
'Gary Lacy: No ft does not: It's mucb, much narrower. It's pnmarfly to ,}ust, as
we sa.w today, very low flow. Xf the rest of the structurE were built,
you itay be able to get down the river at the low flow. So it?s to
concen#rate the flow and 250 c£s is preriy loyv for this river. So I
purposely made it natrow so you can ha.ve depth to get down the
river. But the maiti purpose is just to, at the higher #low rates which
do occur quite often in ttus reach, to fill that high flow reach and -
crea,te the real whitewater features fha.t we're looking fvr in this
project. So it's very Iimited as to the type of man.euver version, type
. af abilities, differemt things you can do in a very narrow jet of water.
Colorado Water Conservation Board
September 10, 2002 Hearing Transcript
Page 31
