But what is the minimum flow necessary, at least if you use <br />that criteria that we used 'm Pueblo.. That's a number that I came up <br />with just in the last few days in thinking about this project coming <br />over here, <br />And just to finish up, as far as the use of the Crtunnison Whitewater <br />Park, at the Iower flow rates, the begitners and family boaters, it <br />would be more popu]ar. And at the ]ugher flowrates; with flows up <br />to 250 cfs, there's very little features - in fact,. vvhat we saw today, if <br />you recall what's the water going between those two deflectors, <br />there's not what I caIl whitevvater fiatures. It'$ just a constriction. <br />There's not enough power or depth in the water to create waves in <br />that area. 'But as the flow increases, the waves get bigger and better. <br />A.nd as they go from 250 cfs to 2,000 they get better up to tbat leveL <br />They can be utilized for canoes, ka.yaks, rafts, inner-tubes. I feel this <br />would be a very popular course, in looking a# other courses azound <br />the region and around the state. I think the benefits, are primarily the <br />flow and the f low availability for a wide poition of the boating <br />season, tmhce say Gare Creek or the upper Blue or Boulder Creek <br />and Clear Creek where they're somewbat smalL Even a yeaz like <br />this, t kept watching the flow here in the Gunnison. And it reaIly <br />was one of the few that stayed up, evea better than the Arkansas. <br />So havvuig te auiount of flow; the beautifu{, $etting, the good water <br />qualitY> the proximity t.o"tbe C'runnisoii I believevould be very, <br />popvlaz for the. citizens here.in the Crested Hutte and Gunnison <br />Couuty area, The sport in general is growing astronomically. It's <br />one of ttio fastest-growmg outdoor sports in #his country, if you look <br />at retail sales. And as evidence, there's other camr=nrties trying to <br />bufld sunilar type of courses. . <br />I* would agree with Cindy. I feel t,hat the CWCB staff <br />recommen}dation is nat appropriate, I feel that the Upper Crunnison <br />Water Conseivancy District Boazd has a good basis for highez flow <br />rates, based an design, in flow 4vailability and balancing. that wrttih <br />the other uses of the river.
