9 <br />1 clearinghouse for water conservation ideas and concepts for <br />2 the public of the state of Colorado. They also assist <br />3 communities in developing water conservation plans and <br />4 implementing those water conservation plans. <br />5 There's another area, the Floodplain Management <br />6 Section. They deal with and also assist local communities in <br />7 developing floodplain management plans and assisting in a lot <br />8 of issues related to the floodplain management and to <br />9 floodplain analysis. <br />10 The third area, which is the Department of Finance or <br />11 the section called the finance section, and primarily they <br />12 were established for assisting in development of Colorado's <br />13 water resources. And in developing Colorado water resources, <br />14 they issue low-interest loans to communities, and that's set <br />15 out through a legislation that has passed every year called <br />16 the Construction Fund Bill. And they provide for projects to <br />17 build reservoirs, projects to build or restore pipelines or <br />18 ditches, assisting in the enlargement of reservoirs or in any <br />19 way to assist Colorado in the development of its Colorado -- <br />20 excuse me -- to assist in the development of Colorado's water <br />21 resources. <br />22 The fourth section is the Interstate Compact Section. <br />23 And they deal with primarily protecting Colorado's resources <br />24 from other states and defending Colorado's interest in the <br />25 interstate compact, interstate arena.
