Leo M. Eisel, Ph.D., P.E.
• standard. This woxk included mine discharge and in-stream sampling,
CDPS discharge permit review, Mosquito Creek Basin TMDL review and
evaluation, and data analysis to suppoxt re-calculation of the zinc standard
based on site-specific conditions.
SurFace and Groundwater Modeling
Groundwater and Surface Water Hydrologic Analysis, EI Paso v. New Mexico
ProjectManager, ExpertWitness. Developed a deterministic model of monthly
flows and groundwater depletion and accretion to the middle and lower Rio
Gxande. Developed a two-dimensional groundwater model to estimate
depletion to river and alluvial aquifexs fzom the exportation of 250,000 acre-
feet per year of New Mexico groundwater to the city of El Paso.
Hydrologic Study of the Platte River, Lower Platte North Natural Resources
District and National Audubon Society, Nebraska
Project Manager, E4ert Witne.rs. Developed a stochastic computer model of
Platte River flows. Pexfoxmed groundwatex analysis to estimate xeturn flows
and analysis of hydrology to detexmine the effects of future groundwatex
depletions on surface flows. Presented expert test'tmony concerning water
rights applications before the Nebraska Department of Watex Resources.
Fiydrological Study, The Telluride Company, Telluride, Colorado
• Project Manager. Completed an extensive hydrologic analysis to deterinine the
availability of watex from on-mountain wells and the assuxance of a
continued supply of water from the Telluride on-mountain wells. This woxk
involved the use of a fuute diffexence groundwatex model as a water balance
tool to detexmine the adequacy of existing groundwater supplies to meet
future demand.
Groundwater Model, EI Paso Counry, Colorado
ger, E.xpert Witne.r.r. Developed a three-dimensional groundwater
Pmject Mana
flow model for purposes of deterinining the effect of proposed regulations
on groundwater resources in El Paso County.
Groundwater Investigations
Well Depletions, U.S. Department of Justice, Nebraska v. Wyoming
ProjectManager. Developed engineering reports concerning water rights and
effects of well deplerions fox North Platte River expert testimony.
Groundwater Analysis, The Nature Conservancy (TNC), USA
Project Manager.
