Leo M. Eisel, Ph.D., P.E. <br />Water Rights Suppty Feasibility Investigation and Water Appraisal for Baca • <br />Ranch, San Luis Valley, Colorado <br />ProjectManager. Completed an appraisal of the water rights fox the Luis <br />Maria Baca Ranch in the San Luis Valley. A key component of this <br />appraisal was complerion of a planning level design and cost estimate for <br />constructing and operating the necessary collection facilities, pipeline, <br />pumping stations and reservoirs required for transporting the available <br />historic consurriptive use from the Baca Ranch to the Arkansas River <br />and/or South Platte River. This planning level design and cost estimate was <br />required to detexinine the economic and engineering feasibiliry of <br />transporting the; available historic consumptive use from the Baca Ranch to <br />the Front Range for municipal and industrial purposes. In addition to a <br />watex rights inventory and development of estimates of historic <br />consumptive use from water rights owned by the Baca Ranch, Dr. Eisel also <br />aided in technical report development and expext testimony preparation and <br />presentation. <br />Water Rights <br />Engineering and Economic Analysis of City of Thornton's Water Rights for <br />Purchase by East Cherry Creek Valley Water and Sanitation District (ECCVWSD) <br />ProjectManager. Served as project manager for this feasibility investigation <br />concerning purchase of an estimated 6,900 acre-feet of yield South Platte <br />River water rights in South Park, offered for sale by the City of Thornton. ? <br />Analysis of this possible acquisition involved: (1) estimating necessary <br />storage and ope:cation requirements for efficient use of these water rights by <br />ECCVWSD and to make the required releases fxom starage to cover the <br />delayed return flow requirements; (2) deterinuung the estimated yield from <br />these water rights fox ECCVWSD; and (3) detexi2uning how these water <br />rights could be most: effecrively integrated into and used in the ECCVWSD <br />system. <br />Water Rights and Engineering Services, Town of Silverthorne, Colorado <br />Prnject Manager, E.Npert Witnes.r.
