Leo M. Eisel, Ph.D., P.E.
• South Platte River Decision Support System (SPDSS) Feasibility Investigation,
Colorado Water Conservation Board/Division of Water Resources, Colorado
Department of Natural Resources, Colorado
ProjectManager. This yeaxlong feasibility investigation of a decision support
system in the South Platte River basin in Colorado was completed in
Novembex 2001. Served as pxoject manager for this investigation, which
involved three other engineering consulting firms in addition to Brown and
Caldwell. A needs assessment was completed to detexinuie the data and
components (models, system linkages, and system integzation tools) needs.
Altexnatives were developed and investigated. The final recommended
SPDSS includes databases and components for streamflow, surface watex
divexsions, transbasin diversions, reservoirs, surface water rights, wells,
groundwater pumping, geologic structure and aquifer properties,
groundwater level data, consumptive use, water budget, climate, snow
survey, land use and irxigation service areas and geographic information
systems.
Valmont Reservoir Yield Analysis, Excel Energy Corporation, Boulder, Colorado
ProjectManager. Completed engineering analysis to detexmine if the cooling
watex yield of Valmont Reservoir near Boulder, Colorado would be
adequate with the proposed sale of the upstream Barker Reservoir and its
hydropower water rights. This project involved the modeling of Valmont
Reservoir and the estimation of missing data.
• Reformation of Eagle-Piney/Eagle-Colorado Project, Denver Board of Water
Commissioners, Colorado
Principal Engineer. Pxepared engineering and economic analysis to
xeformulate the Eagle-Piney/Eagle-Colorado Pxoject. This work produced
six alternatives to xeformulate this 1970s era project into a configuration
that could be unplemented today (2001).
Platte River Report, Western Water Policy Review Commission, Colorado,
Nebraska and Wyoming
Project Manager. Led team to generate a xeport concerning the hydxology,
climate conditions, basin condirions, existing and futuxe water supply
demands for municipaliries, agriculture, industry, powex producrion,
recreation, endangered species, and preservation of natural conditions in the
Platte Rivex for the Western Watex Policy Review Commission. The report
also included a survey of existing water development projects, along with
existing and future water-related problems in the basin. A major objecrive
of the investigation was to document the water resource needs of the basin
and pxopose some alternative solurions. The investigation reviewed the
successes and failures of water resources planning in the Platte Rivex Basin
in Coloxado, Nebraska, and Wyoming.
•
CMocuments and SetlingsUnark.wagnerlLacal Seltings\Temporary Internet Files10LK111Eisel_Leo.doc
