Absent adequate terms and conditions, the Silverthorne RICD could frustrate the above described projects by limiting future upstreaxn appropriations, changes, transfers, or exchanges of water from points downstream to points upstream of the RICD. Under such circumstances, the Silverthorne RICD would harm ongoing efforts to develop additional water supplies necessary for future anticipated growth in Summit County, and would therefore inhibit, rather than promote, the maximum utilization of the waters of the State above the RICD. Mr. Currier is Summit County's water resources engineering consultant and may be called to testify at the July 20, 2005 hearing on technical matters related to the Silverthorne RICD and the projects described above. 2.
