ability to maximize the beneficial use of Summit County's contractual water supplies by <br />preventing potential future exchanges. <br />3. Absent adequate terms and conditions, the Silverthorne RICD could <br />frustrate the above described projects by limiting future upstreaxn appropriations, <br />changes, transfers, or exchanges of water from points downstream to points upstream of <br />the RICD. Under such circumstances, the Silverthorne RICD would harm ongoing <br />efforts to develop additional water supplies necessary for future anticipated growth in <br />Summit County, and would therefore inhibit, rather than promote, the maximum <br />utilization of the waters of the State above the RICD. <br />III. WITNESSES <br />1. John Currier, Resource Engineering, Inc., 909 Colorado Avenue, <br />Glenwood Springs, Colorado, 81601, 970-945-6777. Mr. Currier is Summit County's <br />water resources engineering consultant and may be called to testify at the July 20, 2005 <br />hearing on technical matters related to the Silverthorne RICD and the projects described <br />above. <br />2. Any witnesses identified by Silverthorne, the CWCB Staff, the River <br />District, the Town of Dillon, and/or any other Party. <br />IV. EXHIBITS <br />1. Water Allotment Contract, dated April 24, 1984, between the Middle Park <br />Water Conservancy District and Summit County. <br />2. Amendment (to 1984 Water Allotment Contract), dated January 13, 1994, <br />between Middle Park and Summit County. <br />Agreement, dated June 30, 2004, between Middle Park and Summit <br />County. - <br />4. Water Allotment Contract (Windy Gap Standby) Wolford Mountain, dated <br />June 30, 2003, between Middle Park and Summit County. <br />5. Option Agreement, dated June 30, 2004, between Middle Park and <br />Summit County. <br />6. Water Supply Contract, dated January 3, 2005, between River District and <br />Suminit County. <br />7.
