by the State Engineer to determine the relative seniority of
a specific exchange, in relation to the seniority of other
water rights, including exchanges.
3. In the administration of rights evidenced by
this Court's decree of October 12, 1955, the State
Engineer shall recognize that:
(a) The first right to the use of water
released from storage in the 52,000
acre-foot replacement pool in Green
Mountain Reservoir shall be for use by
exchange to replace what would otherwise '
be out-of-priority storage or diversion
of water required for the operation of
the Colorado-Big Thompson Project and shall
have a priority date of August 1, 1935;
and (b) Water released from storage in the
100,000 acre-foot pool in Green Mountain
Reservoir, or from other reservoirs in
substitution therefor, may be diverted
by West Slope beneficiaries of Senate
Document No. 80, including contractors,
either:
