Consolidated Civil Case <br />Nos. 2782, 5016 and 5017 and <br />Case No. 91CW252, WD 5 <br />these Consolidated Cases. <br />25. The excnanges described herein may only be exercised when <br />it is physically impossible for the Board, due to emergency <br />conditions, to make exchange releases out of its Williams Fork <br />Reservoir. Emergency conditions shall not include unavailability of <br />water or scheduled maintenance. Such exchanges are subject to the <br />consent of the Secre*ary and the conditions of the 1955 Consent <br />Decree in the Consolidated Cases and will be carried out under the <br />supervision of the Division Engineer of Water Division No. 5. The <br />following procedures will be fbllowed when such exchanges are made: <br />25.1 when the Board finds that it is not physically <br />possible for water from its Williams Fork Reservoir to be used <br />in discharging 4ts obligations under paragraph 4(c) of the <br />October S, 1955 Stipulation, it may request the Secretary to <br />approve an emergency exchange using water stored in Wolford <br />Mountain Reservoir for such purposes as though under paragraph <br />5 of the April 15, 1964 Consent Decree in these Consolidated <br />Cases. <br />25.2 Under the terms of the Stipulations with Opposers <br />Orchard Mesa Irr;gation District, Palisade Irrigation District, <br />the Clifton Water District and the City of Grand Junction, the <br />Co-Applicants and such Opposers will meet to develop a proposed <br />plan for exchange. The plan shall have as a goal to minimize <br />the releases from Wolford Mountain Reservoir during the period <br />27
