Attachment No. I <br />Wyoming's Depletions Plan <br />Use of Under Runs to Offset Overruns <br />And <br />Tracking of New Depletions, Overruns, Under Runs and Offsets <br />Trackin2 of Depletions Caused bv New Water Related Activities and Offsets for <br />those Depletions <br />For purposes of tracking the depletions caused by new water related activities, normal <br />conveyance losses only will be used. For subbasins 1 and 2, any such depletions will be <br />routed to Whalen or to the point upstream of Whalen where such depletions will be <br />mitigated. For subbasins 3, 4, 5, and 6, any such depletions will be routed to the <br />location(s) at the state line where the effects of such depletions will occur. <br />Water used to offset for depletions caused by new water related activities will be tracked <br />using normal conveyance losses from the point of the offset to the location where the <br />offset is required (at or above Whalen for subbasin 1 or 2 offsets and at or above the <br />location(s) on the state line where the effects of the depletions will occur for subbasins 3, <br />4, 5, and 6). <br />Use of Under Runs to Offset Overruns, Baseline 1 and Routin2, When Apulicable <br />Subbasin 1: <br />1. An under run from this subbasin may be used only to offset a Baseline 1, subbasin <br />2 overrun. <br />2. The only under run that may be used to offset an overrun from this subbasin is an <br />under run from Baseline 1, subbasin 2. <br />3. Normal conveyance losses from Pathfinder Dam to Guernsey Dam will be used to <br />route overruns and under runs from this subbasin to subbasin 2. <br />Subbasin 2: <br />1. An under run from this subbasin may be used only to offset a Baseline 1, subbasin <br />1 overrun. <br />2. The only under run that may be used to offset an overrun from this subbasin is an <br />under run from Baseline 1, subbasin 1. <br />3. Neither overruns nor under runs from this subbasin need to be routed.
