<br />? <br />Scope of Work for completing the Adaptive Management Plan for the Platte River <br />Program - Apri15, 2005 <br />1. A draft of the Adaptive Management Plan (AMP) suitable for ESA and NEPA <br />analysis was distributed to the Governance Committee (GC), EIS Team and <br />the Fish and Wildlife Service (FWS) on March 1, 2005. The GC will review <br />the plan for adoption in principle on March 9, 2005. Modifications to the draft <br />plan resulting from discussions at the March 9, 2005 meeting will be <br />incorporated and a revised draft plan will be circulated the FWS, EIS Team <br />and others no later than March 15, 2005. <br />2. The AMP will be improved over the next six months through a collaborative <br />process involving a group of technical representatives of stakeholders in the <br />proposed Program with expertise in the areas of biology, hydrology and <br />geomorphology, the Adaptive Management Working Group (AM Work <br />Group), with outside assistance from the Executive Director (ED) and <br />adaptive management experts, here in after referred to as the AM Work <br />Group. The GC will establish clear roles/rules/responsibilities for the Work <br />Group. <br />3. The AM experts will provide a two to three page memorandum by April l, <br />2005 to the ED and GC describing what they believe is needed for a <br />successful AMP, specific challenges to achieving a successful plan for the <br />Platte River Program, and suggestions for modifying this scope and moving <br />forward with the development of the Plan. <br />4. The ED's office will revise this scope of work and process based on guidance <br />from the GC in response to the memo. <br />5. The AM Work Group will convene a series of four workshops. Dr. Nick <br />Aumen and Dr. Scott McBain will help the ED facilitate the workshops. <br />Dennis Kubly, Carol Murray/Dave Marmorek, and Ed Hanna will provide <br />review and advice on the workshop products. Three of the workshops will be <br />held in Denver and one workshop will be held in central Nebraska. <br />Conference calls will be held among the experts at before and after each <br />workshop. <br />6. The AM Work Group may break into subgroups during the workshops (e.g., <br />physical processes, least tern, etc.). The purpose of the workshops include: <br />a. Developing Conceptual Ecological Models to be included in the initial <br />AMP. It is anticipated that CEM's will be developed for each target <br />species however that could change if the AM Work Group decides a <br />different format is more appropriate. <br />b. Derive potential hypotheses from the areas of uncertainty identified in the <br />each CEM, including competing hypotheses regarding management and <br />the ecology of the target species in the central Platte River (birds) and <br />lower Platte River (pallid sturgeon). <br />c. Screen the potential hypotheses to determine the priority hypotheses that <br />will be recommended to the GC to be carried forward in the AMP. <br />d. Identify management objectives, management actions, indicators to <br />address hypotheses related to management.
