• A description of management models and potential management actions to the <br />level of detail possible before the Program actually exists and the development of <br />an example adaptive management experiment (FWS example for improving in- <br />channel habitat with a more detailed description of the actual eYperiment based on <br />the Parsons report and the Environmental Account Annual Operating plan) <br />including anticipated outcomes <br />• A discussion of opportunities and constraints as they are presently defined by the <br />Program document(s) and an illustration of how all but policy constraints can be <br />addressed (e.g., lack of system-wide controls, relatively small treatment effect) <br />• A description of the additional program objectives (tiered of off the water and <br />land objectives and existing hypotheses), a quantification of those objectives, and <br />identification of other potential objectives and the standards by which success or <br />failure in meeting objectives is determined. (note that this will be the most <br />difficult and time consuming task and will probably not be completed until we are <br />into the First Increment. <br />Provide a data analysis and interpretation framework (note this would likely be included <br />in the IMRP section of the AM Plan) including examples of how the data will be <br />analyzed and the minimum level of system response far an effect to be concluded <br />December 2, 2004 Workshop <br />It has become increasingly clear to me that the Governance Committee needs to learn <br />more about adaptive management; and, based on this description they must decide if <br />adaptive management is the management paradigm they want for the Platte River <br />Program. Thus, I believe at least the first one-half day should be devoted to a discussion <br />of adaptive management concepts. The agenda I suggest is as follows: <br />• A summary description of adaptive management (Dave Marmorek provided a <br />good description of AM at a Seattle Workshop I participated in. Perhaps Dave <br />could repeat a similar slide talk to start the workshop). <br />• A series of case studies <br />o Trinity River - Scott McBain <br />o Colorado River - Dennis Kubly <br />o Everglades - Nick Aumen <br />o Other - Ed Hanna <br />• A description of the Platte River Adaptive Management as presently conceived - <br />Dale Strickland <br />• A description of the basis for in items in Table 1 form the Land Plan (i.e., are <br />they set on biology, FWS regulatory need, other). <br />• A description of the alternative habitat hypothesis and management model (i:e., <br />Table 2 from the Land Plan) from the Water Users <br />• A discussion of the work products connpleted by the ED's office addressing the <br />above bullets <br />A decision on how to proceed with developing the AM work product will be made <br />following the workshop.
