. .., I <br />2 <br />o Technical assistance for activities such as planning and design for farm ponds, grade <br />stabilization structures, and fl(ood control measures. <br />• Environmental Quality Incentives Program (EQIP) <br />o Construction of grade stabiliZation structures, sediment traps, or any other type of <br />water control structures. <br />• Conservation Reserve Program (CRP) <br />o The creation of shallow water areas under Conservation Practice 9(CP-9). <br />• Resource Conservation & Development Program (RC&D) <br />o The planning and funding of RC&D projects for water management such as <br />watershed flood control projects. <br />• Watershed Protection and Flood Prevention Operations (PL-566) <br />o Funding for new PL-566 projects such as projects typically consisting of one or more <br />large multi-purpose water control structures (impounding several hundred surface- <br />acres water) and several smaller grade stabilization structures in the headwaters area <br />of the affected drainage. <br />o Funding the rehabilitation of many existing projects in the Platte Basin over the <br />course of the next decade, inc;luding sediment removal, spillway enlargement, or <br />some other structural upgrade. <br />Wetlands Reserve Program (VVRP) <br />o Restoration of wetlands. <br />• Wildlife Habitat Incentives Pragram (WHIP) <br />o Development of deep water habitats (e.g., fish ponds). <br />Swampbuster Program <br />o Minimal Effects Agreements (MEAs) with landowners that may result in conversion <br />of Platte River wet meadows. <br />o Converted Wetland Non-Agricultural (CWNA) determinations which may result in <br />the conversion of wetlands connected to the Platte River system. <br />Other USDA programs that may require consultation are the Rural Economic & Community <br />Development that provides financial support for public facilities and services such as funding for <br />projects that result in the expansion of municipal well fields, the Rural Electric Program that <br />provides ensured loans to finance the construction of facilities to generate, transmit and distribute <br />electric power in rural areas including power to operate pumps for irrigation wells, and the Rural <br />Utilities Service that provides technical assistance for the operation of rural water systems. <br />Additionally, the no action alternative (no program) would include Section 7 consultation on
