Changes in May streamflow at the state line are illustratative of the effects of native <br />South Platte water development when junior rights to store these flows are most likely to <br />come into priority. Under Program Alternative #2, Tamarack I and III do not divert large <br />volumes of flow in May, and thus flows crossing the state line remain substantially <br />unchanged relative to Present Conditions. When the effects of peak flow development in <br />Colorado are included under Program Alternatives #2A and #2B, the result is substantial <br />flow reduction in higher-flow years.
