Onstudv Comqarison Model Runs <br />for Governance Committee discusison, 9/25/03 <br />Present Condition (PC) <br />This is the baseline against which the effects of various conceptualized actions are <br />compared for purposes of the Draft EIS. "Present Condition" incorporates <br />adjustments to historic 1947-1994 conditions to reflect conditions that would have <br />existed had 1990's levels of water development and pre-Program operating rules <br />been in effect over the entire 48-year period. <br />Program Alternative #2 (PA #2) <br />Reflects operation of the Platte River Recovery Program as it is currently <br />conceptualized by the Platte River Governance Committee, and as it has been <br />interpreted by the Platte River EIS Team. This alternative specifically assumes <br />certain land and water actions during the first increment, among them (a) <br />restoration of 3,000 cfs of North Platte River channel conveyance capacity at <br />North Platte, Nebraska, and (b) successful implementation of a channel clearing <br />and island leveling effort focused on the upper reaches of the habitat area. <br />Program Alternative #2 including Depletion Plans (PA #2A) <br />Same as Program Alternative #2, except that the estimated/potential impacts of <br />new (post-1997) depletions in Colorado, Nebraska, and Wyoming at the end of <br />the first increment are also incorporated into the analysis. A small amount of <br />Federal depletion is included (150 ac-ftlyear). Colorado's impacts are based on <br />an assumed 86,000 acre-feet of new supply from new native South Platte storage <br />and re-used return flows. <br />Program Alternative #2 including Depletion Plans (PA #2B) <br />Same as Program Alternative #2A, except that Colorado impacts are based on an <br />assumed 121,000 acre-feet of new supply from new native South Platte storage <br />and re-used return flows.
