This simple `pilot' analysis will facilitate the identification of inconsistencies and errors not <br />evident with visual observation of the data sets. <br />The "Evaluation of Existing Data" portion of each protocol will be provided to the U.S. Fish and <br />Wildlife Service for their consideration in revising the Baseline Document. <br />If significant additional data are discovered beyond those identified in the document prepared by <br />URS Greiner Woodward Clyde, then it may be necessary to augment the proposed budget. <br />Level of Detai! <br />Because of the very broad titles currently used to identify many of the protocols (e.g., <br />Monitoring Platte River flows using existing USGS and similar gauge stations and evaluating the <br />effects of Program water management on channel characteristics/geomorphology of the central <br />Platte River), it will be necessary to clarify such things as exactly what channel characteristics to <br />monitor. The process of identifying these parameters will need to be completed before drafting <br />of protocols begin. <br />The Technical Committee and the Executive Director's office anticipates preparing protocols <br />one through six to the level of detail needed to implement field monitoring activities at the <br />beginning of the Program. Protocol seven will be developed in sufficient detail such that a <br />contract can be written for the database to be built by a computer programmer. All protocols will <br />be developed using the Technical Committee's "Protocol Definition/Outline for Monitoring and <br />Research Conducted as part of the Cooperative Agreement and Proposed Program." <br />Budget <br />Approximately $10,000 remains in the Executive Director's year three budget for statistical <br />assistance in areas such as protocol development. The Executive Director will participate in <br />protocol development under his existing budget. The estimated Executive Director's budget <br />augmentation for assisting the Technical Committee in completing the seven protocols is <br />$60,640. This budget does not include time for the interaction with principle investigators and <br />field crews during protocol implementation or the adjustment of protocols during <br />implementation. <br />December 3, 1999 Draft Proposal for Writing Monitoring Protocols Page 5 of 9
