Monitoring potential and known nesting habitat, distribution and number of breeding <br />pairs, and reproductive success of least terns and piping plovers in the central Platte <br />valley. <br />5. Monitoring riverine prey base (fish) for least terns. <br />6. Monitoring river flows and other physical components in the lower Platte River, <br />including influences of major tributaries. <br />7. Monitoring changes in the physical and structural characteristics of habitat in the <br />central Platte River valley for evaluating the effects of Program activities. <br />8. Monitoring channel characteristicslgeomorphology of the Platte River. <br />9. Monitoring Platte River flows to evaluate the effects of Program water management <br />using existing USGS and similar gauging stations. <br />10. Designing, implementing, and maintaining a database for long-term storage and <br />retrieval of data and reports generated through monitoring and research activities. <br />Scope of Work <br />The Technical Committee has concluded that additional assistance is needed from the Executive <br />Director's office for drafting protocols for the ten priority activities. The Executive Director's <br />office has within its current scope and budget, funds for providing limited statistical support to <br />the Governance Committee. The Executive Director's office is currently working with the <br />Technical Committee to develop a protocol for monitoring least tern and piping plover <br />reproductive habitat; however, to draft all priority protocols identified by the Technical <br />Committee, the budget would require augmentation. <br />The Technical Committee anticipates that seven protocols are needed to cover the ten identified <br />priority activities. For example activities one, two, and three could all be included in the same <br />protocol detailing the whats, whens, wheres, hows, and whys of data collection pertaining to <br />availability and use of habitat by whooping cranes. The Executive Director's office will work <br />with the Technical Committee in identifying existing protocols appropriate for each of these <br />activities or developing new protocols where necessary. The protocols are: <br />1) Monitoring of habitat availability and use by whooping cranes during migration <br />(includes all information from the first three activities identified above). <br />2) Monitoring habitat availability and known nesting habitat, distribution and number of <br />breeding pairs, and reproductive success of least terns and piping plovers in the <br />central Platte valley. <br />3) Monitoring riverine prey base (fish) for least terns. <br />4) Monitoring river flows and other physical components in the lower Platte River, <br />including influences of major tributaries. <br />5) Monitoring changes in the physical and structural characteristics of habitat in the <br />central Platte River valley for evaluating the effects of Program activities. <br />6) Monitoring Platte River flows using existing USGS and similar gauging stations and <br />evaluate the effects of Program water management on channel <br />characteristics/geomorphology of the central Platte River (cambination of activities 8 <br />and 9). <br />7) Designing, implementing, and maintaining a database for long-term storage and <br />retrieval of data and reports generated through monitoring and research activities. <br />Identifieation, Evaluation, and Modzfication of Existing Protocols <br />The Executive Director's office will assist the Technical Committee in coordinating with <br />species experts and agencies, to identify existing protocols for use in the Program.
