S1'ATEMENT ?F WORK AND RESPQNSIBII,ITIES OF THE PARTI£S . <br />B.I. SERVICES TO BE FROViDED AS A CONTRACT1N?i AGENT <br />a. The Foundation will become the Governance Committee's cantracting agent for the <br />Eaecutive Directar, s cantract, and contracts in support of Subcommittea tasks.. A detailed <br />description of such services shall be negotiated in advancc by the Govemance Committee, the <br />fixecutive Director, and the Founda#ion, but in general terms,.tho Foundation shall be responsible <br />only for the financial aspects of the Executive I7irector' s relationship with the Govemance <br />Committee; all supervisory and related responsibilities shall be retained by the Govemance <br />Committae. The estimated amounts of funds budgeted to perform these servicos are shown on <br />Attachnent IV. • <br />b. The Foundation and the Govemance Committee may identify additianal vspport services to be <br />pecforrned by.the Foundation forthe Govemance Cornmittee, such as fund raising. The <br />Foundation shalJ not enter into any contract without Govemance Committee authorization or any <br />contrac: that commits the States or Fedetal Govemraent ta expenditure of funds that exceed the <br />amount authorized by the Gavernance Committee, A!1 such contracts shall include langnage <br />which is acceptable co each party to this agroement and which conditions the contract-on she <br />continuing availability of funds £rom tha parties., <br />The Governanae Committee, or the Executive Director, to the extent authorized by the <br />Govemance Committee, will rev;ew and approve all propased contracts. The States.and Federal <br />Government may provide technical assistar,ce to the Foundation on an as-needed hasis to assist in <br />d-5velopment of contracu. • B.2. ADMINISTRATION OF CONTRIBUTIONS <br /> <br />a, Except as otherwise directed by the Govemance Committee, the Foundation will callect all <br />cash cQniributions received to perfarm the work required under this Agreement. Except as <br />otherwise directed by the Govemance Committee, Contributions requested will reflect each <br />Raclamation and each Parry's share of total costs as shown in B,2.g. below.' <br />b. Contributions made by each state shall go into its separate account reld by the Foundation. <br />Advances wiil he made into this account by that state on a periodic (generally quarterly) basis at <br />rates eqsal to at least that state's share af the Govemance Commirtee's expected obligations for <br />the upcoming period, less any unexpended ar unobligated amount remaining from previous <br />advances. At termination of this agreenent, any funds remaining in contribution accounts at the <br />time of such termina:ion, except to the extent necessary to cover costs properly incurred prior to <br />such ter.nination, shal? be returned to the appticable parties, Sucb contributians may be invested <br />by the rounda:ion in maney market, ccrtificate of deposii, or other interesi guaranteed and <br />izasured accounu. Interest earnings from each such investment shatl be credited so the applicable <br />s.iaie' s account to reduce the arnount of that state's next quarterty advanca. _ <br />c.
