PURPOSE AND BACKGROUND <br />A.l . PROJECT TITLE: <br />Administrative Support to the Govemancs Cammittee and Executive Director Estabtished Pursuant to the <br />July 1997 Cooperative Agreement for Platte River Research and Other Efforts Relating to Endangered <br />Species Habitats Along the Central Platte River, Nebraska (July 1997 Agreernent). <br />A.2. BACKGROUND <br />a. A purpose of the July 1997 Agreement is to implement certain activities related to four target <br />species listed as threatened or endangered pursaant to the Endangered Species Act {ESA). The <br />July 1997 Agreement recXuiras that a Gavernance Committee be established to review, direct and <br />provide oversight for ail those activities except National Enyir.onmental Paficy Act (NEPA) and <br />ESA comgliance. The Govemance Committee' s general ourpose is to establish Lznd and 1Nater <br />Management Committees and additional committecs; servc as arbiter of disputed cxternal geer <br />reviews, allocate funds and other avaiia6le resource; to any of its committees; enter into an <br />agreement for the administ;ation of certain funds; assess accomptishments, implement cerrective <br />measures and revise milestones; and develop specific milestones for implementing a pragram. <br />b. The Executive Director is required under existing agreements with each state to report ta and <br />carry out the direction of the Gavemanco Committa and to assist other committees. The <br />responsibilities of the Executive Director are addressed in Exhibit A, Scope of Secvices, attached <br />to each such agreemcnt. . <br />c. Th+e Governance Committee, ExecuLiue Director, and other commiCees require administrative <br />support in order to accomplish the purpose of the July 1997 Agreernent. <br />A?. PURPQSE AND OBJECTTVL <br />The purpose of the agreement is to estab(ish a f;nance management process and pro>>ide ad:ninistrative <br />support to aid the Governancc Corr.mittee, Executive Director and other committees estabti5hed in <br />accordance wiih the July 1997 Agreement in exacuting iheir responsibilities. All activities of the <br />Foundatien under this agreement wil; be goVsrned by the provisions of Q1viB Circular A-1 ; 0 and applicab)e laws of t?e States of ColoraCo, Nebraska, and Wyorning, including the requirements found in <br />Attacbmsnts C, h, and W. <br />A.4.
