necessary for SPWRAP to meet shortfalis, SPWRAP will make such <br />payments directly to PRRIP on Colorado's behalf. T'he Partics acknowicdge <br />that failure to meet the monetary obligations owcd to PRRIP may result in <br />suspension of PRRIP benefits and possible regulatory action by federal <br />agencies against Colorado, or water users within Colorado, under the ESA. <br />d. Human Resources. PRRIP contemplates that Colorado's interests will be <br />represented by two members of the Governance Committee: One member is to be <br />selected by the State of Colorado and one is to be selected by 5PWRAP. The <br />Parties will consult with each other regarding the selection of these Governance <br />Committee members. <br />i Colorado and SPWRAP wili continue to cooperate in the formulation of <br />Colorado's positions on the implementation of the First Increment as well as <br />the components of any later increments. <br />ii During the process of negotiating the PRRIP, a number of individuals wrth <br />relevant expertise havc been made available by DNR, and by SPWRAP and <br />its members. To the extcnt they believe they are abtc, DNR, SPWRAP and <br />members will continue in the future to provide penons wilh such expertise to <br />assist with negotiations, provide information and counsel to Gnvernance <br />Committee members for Colorado and the Colorado water users, and to <br />participate on advisory cammittees of PRRIP. <br />iii At various times during the development of the PRRIP, Colorado water uscrs <br />have, at their own expensc, met with federtil legislators and natural resource <br />agencies to urge them to contir?ue and/or increase the federal portion of the <br />funding needed to operate the PRR1P. SPWRAP will continue such efforts as <br />appropriate, and the Parties will caordinate in that regard. <br />iv Activities in Colorado to mcet PRRIP obligations add further demands for <br />human resources beyond those rieeded during the negotiation and <br />development of YRRIP. Some of these demands may be met through <br />con5ultants or other indcpendent contractors; others may be met through use <br />of employees of Colorado or of SPWRAP members. Further agreements <br />between the Parties regarding how these human resources demands will be <br />met may be necessary. <br />e. Accountinpa. The PRRIP requires Colorado to account for the water it re-reguiates <br />for program purposes, anci requires collection and reporting of data pertaining to <br />population growth, water sources being relied upon for supplying new growth, the <br />acreage of irrigated agriculture and other matters. The Operating Commiuee will <br />develap and propose a process for coflecting anci ana(yzing reievant data and <br />rcducing it to a form suitable for submission to the Governance Committee. <br />SPWRAP wilt require its members to report infnrmation rclated to the Pragram <br />reponing requircments as requested by the Operating Committee.
