While information <br />on this issue is preliminary Colorado is concerned that the Service may look to the South Platte as <br />long-term source of sediment and this might effect how Colorado provides program water. We <br />will need to keep a very close eye on this issue. <br />V. Budget <br />As part of the programs effort to establish and live within a budget the committees representing <br />the three main components of the proposed program: water, land and monitoring and research <br />met to determine what could and could not be accomplished within the original $75 million dollar <br />budget estimate. The results of this effort indicate that, based on the current knowledge of the cost <br />of land and development of water projects, the available budget is not adequate to meet the land <br />and water objectives of the program. In addition, significant reductions in monitoring and <br />research can be accomplished but valuable information would not be acquired. Consequently, a <br />budget increase will ultimately be needed. Additional work is required to identify a realistic and <br />acceptable budget level. We will keep you informed on this and other important issues as <br />negotiations continue.
