Director Datteri seconded <br />the motion. Motionpassed unanimouslv. <br />FINANCE REPORT: <br />Finance Committee Chairman. Robert Tuck, made the motion to approve payment of checks <br />numbering 6907 throu hg 6935• Director Crandall seconded the motion which passed unanimouslv. <br />LEGISLATIVE BUSINESS: <br />Director Rinaldo reported that SB 00-113 sponsored by Senator Andrews would reapportion <br />the Colorado Water Conservation Board to include one member from each of the congressional <br />districts. The Bill was assigned ao the Senate Agriculture, Natural Resources and Energy Committee <br />=- - - - - . _. ----- -- . ? ---__ _. ? _ ? •- . <br />but died 'm committee. <br />Director Crandall reported that approximately 80% of the more than 200 proposed initiatives have <br />been submitted by Douglas Bruce. Director Crandall noted that SB 00-153 concerns the process of <br />placing an initiated measure on the ballot for voter approval. "Among the requirements SB 00-153 <br />would, 1) require that an application with a specified number of signatures from sponsors and <br />payment of a specified filing fee accompany a proposed initiative measure submitted for Legislative <br />Servu.:, tigency reyiew anci.comrnent, 2) requirti ±he Djre.ctors of the ?.egiskative Council and the Office of Legislative Legal Services to provide a form for the submission of initiated measures for <br />review and comment, 3) Specifies the contents of the form, 4) Limits the length of a ballot title for <br />a.n initiative measure to a specified number of words, 5) Prohibits the same measure, either in farm <br />or i,7 essential substance, from being submitted to the people by initiative petition, either afffimatively <br />or negatively, more of een than the third annual statewide election following the election at which the <br />measure appeazed on the ballot, 6) Allows a person who signs a state or local initiative petition to <br />have his or her signature removed from the petition by iiling a written request to do so with the <br />official responsible for counting the signatures. SB 00-153 was assigned to the Senate Judiciary <br />Committee." <br />2
