Rob McClary, Sedgwick, Colorado <br />Jack Odor, GASP <br />Jay Stafford, Sterling, Colorado <br />George Jenik, Sedgwick, Colorado <br />Russell Stroud, Division of Water Resources <br />Brad Matoush, Sedgwick, Colorado <br />Wayne Taylor, Sedgwick; Colorado <br />Jim Fender, Ovid, Colorado <br />Gene Schleiger, Northern Colorado Water Conservancy District <br />The meeting was called to order by President Aranci who introduced the guests. <br />?**?*:x?:????:********** <br />DISCUSSION ON FUTURE DIItECTIONS OF TI3E DIS'I'RICT: <br />President Aranci opened the meeting by stating the purpose of the meeting was to focus on future <br />directions of tne District and wha.t assistance tne District couid potentially provide well owners <br />and surface users. He also noted that the District needs to deternune whether the assistance and <br />associated services are feasibly possible. <br />Counsel Lawrence distributed copies of a Memorandum to the Board of Directors which outlined <br />the process to form a subdistrict. The Memo states: <br />1. The formation process is initiated by the filing of a Petition in the District Court <br />for the County where the District was formed, which Counsel Lawrence believes <br />to be Logan County. <br />2. The Petition must contain the signatures of 1/2 of the owners of irrigated lands <br />within the proposed subdistrict, ha.ving at least '/z of the total assessed valua.tion <br />of lands and property in the District, and the signatures of at least 5% of the <br />owners of non-irrigated lands or lands wiihin tne boundaries of cities and towns. <br />Of course if only those who petition in are included, this should not be an issue. <br />3. Upon filing of the Petition, the District will be required to post a bond in an <br />amount sui?'icient to cover the costs of an election, should one prove necessary, or <br />to cover the costs of the proceeding, if the Petition is dismissed. <br />4. Upon the receipt of the Petition, the Court will set a hearing date 60-90 days out. <br />5. Protests must be filed prior to the hearing date, and must be signed by 25% of the <br />owners of lands in the proposed subdistrict, or they will not be recognized by the <br />Court. <br />-2-
