Opposition to Pawnee Well Users, 04CW046 - Manager Frank reviewed a few <br />minor issues in the case but recommended the Board not proceed. After <br />discussion, it was determined that the District remain in the case for informational <br />purposes but that an Expert Disclosure would not be filed. <br />District's Augmentation Plan, 02CW320 and 2005 SWSP - Kelly Custer noted <br />that the City of Sterling had filed an appeal to the District's Substitute Water <br />Supply Plan. <br />Mr. Jeris Danielson attended the work session held earlier today to discuss the <br />proposed Ovid Reservoir. During the regular Board meeting the Directors <br />discussed at length if and how the District could participate in this endeavor. <br />Suggestions for raising money, in part, could be obtained from 1) mill-levy <br />increases for the District which would require approval by the taxpayers in the <br />District as a whole, 2) bond issue, 3) water assessments, 4) landowners who <br />voluntarily request to be included in a subdistrict. As a subdistrict of the Lower <br />South Platte Water Conservancy District, monies could be raised from property <br />tax assessments through a mill-levy. Option four (4) was seen as the best means as <br />it would be a voluntary tax upon the landowner. Discussion will continue at later <br />Board meetings although it was stressed that the Board needs to make a decision <br />soon on how to proceed. <br />PRESIDENT'S REPORT: <br />President Stromberger noted in his President's report that he had been attending meetings with <br />Manager Frank and Vice President Fritzler regarding the feasibility of water storage sites in the <br />area including, but not limited to the Pawnee Reservoir and Ovid Reservoir sites. <br />1!'IANAGER'S REP012T: <br />Included in Manager Frank's report were the following: <br />Well Accounting Services - District staff are presently providing monthly updating <br />of well pumping, CU and depletions for Lower Logan Well Users and Sedgwick <br />County Well Users. The District will invoice these entities on a quarterly basis, <br />starting this month. Manager Frank stated that Jon Altenhofen had submitted the <br />May accounting to the State earlier this month for both groups. <br />Manager Frank asked the Board to note an invitation from the Central Water <br />Conservancy District to join them on their Annual Water Resources Tour on <br />Thursday, August 4, 2005. The primary focus of this tour will be Central's lined <br />gravel pit reservoirs. <br />-3-
