Julesburg Recharge Project: <br />Manager Frank reported that the 2005 billing for augmentation had been mailed to the Julesburg <br />tivell oyvriers an November 14, 2045. Payment is due by December 15, 2005. <br />Director Frame, who has represented Sedgwick County since 1994, wili be retiring from the <br />Board the end of December. Manager Frank, President Stromberger and the rest of the Board <br />thanked Directar Frame for his service to the District. <br />Brent Schantz stated that in regards to recharging in winter months it is irnportant that users keep <br />measuring devices clear of ice and make sure stilling wells operate in freezing conditions. When <br />the measuring structures are frozen the State cannot give credit for water diverted through such <br />structures. <br />LEGAI. RIEPORT: <br />Kelly Custer from Lind, Lawrence & Ottenhoff reviewed the legal report: <br />Augmentation Plan, Case #02CW320 - Kelly Custer noted that the Substitute <br />Supply Plan is due December 31, 2005. <br />Petersen Recharge - Counsel drafted and filed Lower's response to the Summary <br />of Consultation by the Division Engineer's office. <br />Opposition to Pawnee Well Users, Case #04CW46 - Counsel signed the <br />stipulation between Lower and the Pawnee Well Users. <br />PRESIDENT9S REPORg: <br />Included in President Stromberger's report were the fallowing: <br />President Stromberger asked the Board for suggestions regarding the District <br />providing updated information on the availability and need for augmentation <br />water to water users in the lower river. Discussion followed. District staff will <br />begin working to provide a link on the District's web site that will show <br />augmentation weLer which is both available and needed for lease. <br />A meeting will be held January 6, 2006 at 9:00 a.m. at Northern's offices in <br />Berthoud to discuss municipal interests in agricultural water and the return flows <br />associated with possible transfers. Staff and Board members from bath Districts <br />will discuss what roles the two Districts should play regarding these issues. A <br />Memo and Agenda will be mailed to the Board members later in December as a <br />reminder of the meeting. <br />-3-
