MANAGER'S REPORT: <br />Included in Manager Frank's report were the following: <br />Manager Frank stated that there had been discussion between the three <br />conservancy districts (Northern, Central and Lower) to apply for a combined 2025 <br />Grant from the Bureau of Reclamation. A possible grant would be used for <br />remote sensing and real time data collection. <br />Manager Frank also discussed the possibility of applying for a second Water 2025 <br />grant from the Bureau of Reclamation which would provide reimbursement <br />towards the construction of larger scale projects for area ditch and reservoir <br />companies. Letters to the area ditch companies will be sent out fairly soon to get <br />their feed back on a possible grant proposal. <br />President Stromberger, Manager Frank and Direcfors Powers and Coyne will <br />serve on the 2006 Budget committee. <br />The first informational meeting of the South Platte Basin Roundtable was held in <br />Greeley on September 1 St. Russell George, Executive Director of the Colorado <br />Deparhnent of Natural Resources addressed the workshop and explained its <br />function by explaining that the Interbasin Compact Committee (IBCC) and the <br />-- Basin Roundtables that aze created by HB05-1177, also known as the Golorado -- <br />Water for the 21S` Century Act, will allow the different water basins within the <br />state to work together to find long-term solutions to the issues that currently exist <br />and may arise in the future. <br />Manager Frank noted that ten (10) more "at large" members are needed for the <br />Committee. Those "at large" members must meet the following criteria: <br />a. One representing agricultural interests, <br />b. One representing recreational interests, <br />c. One representing local, domestic water providers, <br />d. One representing industrial interests, and <br />e. One representing environmental interests from a list of eligible <br />candidates provided by established environmental organizations. <br />At least five of the ten "at Iazge" roundtable members must own water rights or <br />have a contract for federal water or be the water owner's or contractor's designee. <br />The next meeting of the Roundtable will be October 18, 2005 at Northeastern <br />Junior College in Sterling. <br />Manager Frank also noted that the Statewide Water Supply Initiative Technical <br />Roundtable meetings have begun. Manager Frank will be serving on three (3) of <br />the four (4) roundtables. Those being, 1) Water Efficiency, 2) Alternative <br />Agricultural Transfers to Permanent Dry-up and, 3) Addressing the 20 Percent M <br />& I Gap, Agricultural Shortages, and Environmental and Recreational Needs <br />Including Development of Alternatives. <br />-4-
