Julesburg Recharge Project: <br />Director Coyne reparted that members of the Julesburb Well Users met on August 15, 2005. <br />There was a unanimous consent from those present to move forward with the processes necessary <br />to take over the project from Lower. Thirty eight out of the sixty two wells were represented at <br />the meeting. <br />Manager Frank stated that he anticipated the billing for the 2005 augmentation fees would be <br />mailed out to the Ji-ilesburg we11_ owners in October or November. <br />Manager Frank also noted that on August 1 lt" the District had submitted a 2003 & 2004 Drought <br />Assistance Grant request to the Colorado Water Conservation Board for the Julesburg Recharge <br />Project. <br />LEG?L REPOR'T: <br />Included in Counsel Lawrence's report were the following: <br />• Opposition to North Sterling, 05CW125 - Counsel Lawrznce reviewed and filed <br />an answer to the complaint. <br />• Sedgwick County We11 Users - Counsel Lawrence reported that the case had <br />been settled. <br />• Opposition to Frico, OOCWl 12 - Director Powers made the motion to intervene <br />in the consolidated cases. Director Crandall seconded. Motion carried. <br />• irector Powers made the motion to approve the draft Aareement for Water <br />Accounting; Services dated September 9. 2005 which will be used for water <br />accounting agreements between the Lower Logan Well Users, Sedgwick Countv <br />Well Users and the Sterling We11 Users. Director Covne seconded. Motion <br />carried. <br />PRESIDENT'S REPORT: <br />President Stromberger stated that he and Manager Frank would be attending a meeting on <br />September 15, 2005 in Greeley with representatives from the Division of Water Resources and <br />the Northern and Central Water Conservancy Districts to discuss streamlining data collectian. <br />President Stromberger also asked the Directors to note in their Board packets (pgs 16-18) the <br />Recharge Protocol, Exchange Guidelines from Water Commissioner, Brent Schantz. <br />President Stromberger mentioned that recent recharge well studies performed both upstream and <br />downstream of the Tamarack Ranch this past month seemed to have shown an instantaneous <br />effect on the South Platte River as opposed to prolonged lagged effects suggested by some <br />objectors. <br />-3-
