The Riverside Canal has had an average
annual diversion of nearty 105,000 acre feet (based on the 1994-2008 period) from the
South Platte River, including storage deliveries, recharge, and Vancil reservoir
diversions. An average of approximately 12,000 acre feet (based on the 2001-2008
period) is passed through the reservoir for recharge projects and for fill of Vancil
Reservoir.
The annual releases from Riverside Reservoir storage average over 39,000 acre-feet
(1994-2008 period). Most of the water released from the reservoir is delivered into the
Riverside Reservoir outlet canal, which is the distribution canal for the majority water user,
the Riverside Irrigation District. Water is also delivered to the South Platte River for use by
the other shareholders. The rights owned by the District are restricted to use on District
lands. The rights owned by other ditch companies are used within the service area of the
respective ditch companies. Rights owned by private individuals are used throughout
Morgan County and in Washington, Weld, and Logan counties.
RRLC began the development of several recharge projects in 1972. These projects
(plans) were operated to some degree in each of the subsequent years but were never
formalized until 1986. In 1986, RRLC initiated a very aggressive augmentation program.
Contracts were signed with landowners who were willing to provide recharge facilities.
Riverside agreed to provide the diversion facilities. The credits from the recharge plans
were divided among participants according to the percentages listed in Table 2. Each of
6
