The purpose of this project is to implement several repairs and improvements to correct dam- <br />safety deficiencies and improve the long-term performance of Bowles No. 1 Dam, and to <br />rehabilitate the deteriorating inlet ditch to Bowles No. 1 Reservoir. The primary concern with the <br />dam is the continual deterioration of the upstream slope due to inadequate slope protection and <br />the near vertical slopes. The other improvements include widening the dam crest and installing a <br />toe drain system along the downstream toe. The ditch rehabilitation will include the removal of <br />large trees, cleaning and reconstructing the side slopes, and adding slope protection in areas <br />where erosion has occurred. Three alternatives were considered for this project: <br />1) Do nothing <br />2) Dam Rehabilitation and Ditch Rehabilitation <br />3) Dam Reconstruction and Ditch Rehabilitation <br />ANALYSIS OF ALTERNATIVES <br />Alternative No. 1- Do Nothing <br />One course of action considered was the Do Nothing Alternative. This alternative suggests <br />performing no repair work on either the dam or the ditch. No construction costs will be involved. <br />The Company will instead continue to operate using its normal maintenance procedures for both <br />the dam and the ditch. Under this alternative, it is expected that the State Engineer's Office will <br />eventually require storage restrictions on the dam, which may include draining the reservoir to <br />ensure public safety. This alternative is not a feasible option for future water use and storage. <br />Under this alternative, the inlet ditch to Bowles No. 1 Reservoir will also not be repaired. Routine <br />on-going maintenance will continue, but so will concerns about possible overtopping during flood <br />events and extended filling schedules caused by the reduced capacity of the eroded ditch will <br />also continue and increase the Company's maintenance costs. <br />Alternative No. 2- Reconstruct the Upstream Slope and Dam Crest <br />The second alternative explored was to rehabilitate the dam and the ditch. The rehabilitation of <br />the dam would consist of work on the crest, upstream slope, and downstream slope. The dam <br />crest would be widened from approximately 12 feet to 15 feet.
