From the records in Table 4 it can be seen that the reservoir is filled to or near maximum <br />capacity during most years and undergoes moderate drawdown each year. It is noted that over <br />the years the maximum storage capacity indicated in the DWR has varied over the years. <br />Because the State Engineer's records are only for end-of-month readings, it is probable that <br />under the several years where maximum storage was not noted, the maximum reservoir level <br />occurred during the middle of the month. In the 50 years of records presented, it is believed that <br />the reservoir has filled every year essentially to the maximum storage level, except in 2002. <br />2002 was a low-flow year, and delays by Denver Water in opening the Harriman Ditch in the <br />spring led to reduced storage in that year. The net yield released from the reservoir to <br />shareholders has historically averaged about 2.2 acre-feet per share, but in recent years, a <br />portion of the reservoir storage has been allocated toward a drought reserve. The general <br />characteristic operations of the reservoir have changed from crop production in the early years <br />where most reservoir water is used every year to a more municipally-oriented usage where a <br />reserve is maintained for a series of dry years. <br />The reservoir is not currently operating under any fill restriction. The Company has a self- <br />imposed restriction during the winter and spring months whereby the reservoir level is held <br />approximately finro feet down. This restriction does not impact storage, as the reservoir fills in <br />March or April each year. <br />PROJECT DESCRIPTION - ANALYSIS OF ALTERNATIVES AND SELECTED <br />ALTERNATIVE <br />The dam was originally constructed around 1876, and is currently classified as a Significant <br />Hazard structure. Based on the SEO records, the dam embankment has a maximum height of <br />about 15 feet and a crest length of about 6,000 feet at a crest elevation of approximately 5552.0. <br />The embankment is divided into an east dam and a west dam by a low hill. Appurtenant <br />structures historically consisted of a spillway on the southwest side of the reservoir, and two <br />outlet works (east and west outlet works). The spillway was modified in 1997, the east outlet <br />works was rehabilitated in 1998 and the west outlet works was abandoned in 2007. The storage <br />capacity of the reservoir is estimated at 2,473 acre-feet. A general plan of the dam and <br />appurtenant structures is shown on Figure 2. <br />10 <br />
