' with natural stream dynamics to stabilize the river channel damaged by past human activities. In <br />essence, the restoration effort will mimic what happens in nature. It is the intention of the <br />' project to shorten the physical evolution of the stream by about 100 years. The effort will also <br />create fish habitat, swimming holes, riparian areas for livestock and wildlife, and wetlands for <br />water fowl. <br />' The success of this project will be measured, in great part, by the enthusiasm and participation of <br />the river community. Therefore, a fundamental goal, which parallels this project, is teaching and <br />learning how to embrace stewardship. This project will be dedicated, as a living legacy, to the <br />future generations of this river and offered as a model for other watershed groups to follow. <br />The project's primary goal will be achieved through the completion of six major goal categories <br />(originally 5, with the 6~ being added at project completion due to the importance of this goal for <br />project success): <br />1) Project Administration <br />2) Public Education <br />3) River Restoration <br />4) Riparian Restoration <br />5) Monitoring <br />6) Stakeholder Involvement (Stewardship). <br />Benefits of this project will include: <br />' • Restore the natural function in the Alamosa River (dimension, pattern and profile) in <br />order to decrease sediment loading, bank erosion, and damage to irrigation headgates, <br />roads, and bridges. <br />• Sustain or enhance the water level of the stream and the local water table. <br />• Improve riparian health through improved and increased riparian vegetation and by <br />development and implementation of alternative grazing strategies. <br />• Improve aquatic life habitat. <br />• Maintain stakeholder involvement and encourage long term sustainability (stewardship). <br />GOAL 1: PROJECT ADMINISTRATION <br />Establish a governing body which will act as overseer of the project and employ a project <br />coordinator. <br />' TASK No. 1. Establish Board of Directors: Form a new entity called the Alamosa River <br />Watershed Restoration Foundation (ARWRF). The ARWRF will exist under the auspices of, <br />' and in conjunction with, the Alamosa-La Jara Water Conservancy District (A-LJWCD). The <br />ARWRF will have elected officers and will comply with the Articles of Incorporation and <br />Bylaws set forth by the IRS and the Colorado Secretary of State. <br />TASK No. 2. Appoint a project coordinator. The ARWRF Board of Directors, along with the <br />A-LJWCD, will hire a project coordinator who will be employed to administer the daily <br />9 <br />
