coLORwo ? <br />• ixeNiTn+r*rroF Stotewide Water $upply Initiotive <br />NArcnzni. <br />ttESOURc:ES <br />Attachment 2 <br />Approach to Preliminary Gap Analysis <br />and Alternatives <br />March 2004 <br />Preliminary Gap Analysis <br />Following is a discussion of the steps that will be conducted in developing the <br />preliminary gap analysis: <br />1. The initial estimate of gap will calculated by subtracting current demand from <br />future demand. <br />2. The short-term projects and processes will be applied to the initial gap estimate. <br />Any remaining gap between supply and demand will have options and <br />alternatives developed. <br />• 3. Mid-term and long-term projects will be considered for meeting the remaining <br />gap. <br />4. The supply availability analysis at the basin level will be used a"check" for <br />meeting the remaining gap. The supply availability will include unappropriated <br />water available under various hydrologic conditions after short-term projects have <br />been subtracted from unappropriated water. <br />Alternatives Analysis <br />Following is a discussion of the steps that will be conducted in developing <br />alternatives for each basin. The definition of an alternative is a combination of projects <br />or options to meet each individual basin's needs?An example of this analysis will be <br />presented at the March CWCB Board Meeting) The steps that will be undertaken in <br />developing alternatives for each basin are: <br />1. Remove short-term projects and processes that have been identified by <br />proponents within the basin. As described above, determine the net gap by <br />subtracting current demands from 2030 demands and then adding supply from <br />the near-term projects and processes. <br />2. Aggregate "like" mid-term and long-term projects together. Examples of <br />aggregating like projects include grouping all reuse projects together or all <br />• reservoir enlargement projects together into "categories."
