Summary of Districts' 2007 AOP <br />The Annual Operating Plan has been agreed to be the staff's of NPPD and CNPPID. The <br />Plan will not become final unti130 days after presentation to the Boards of both Districts. <br />Summarv of 2006 Ouerations <br />The 2006 Water Year Operation Plan called for the Districts to follow a drought mode of <br />operation to maximize the combined storage in Lake McConaughy and the Sutherland <br />Project. This Plan was based on well below average carryover storage in Lake <br />McConaughy and an anticipated below normal water supply on the North Platte River. <br />*Inflows <br />¦Non-irrigation season - 69% normal <br />¦Irrigation season - 28°/a normal <br />¦Year total - 56% normal (119% of projected) <br />xOutflows <br />¦Non-irrigation season - 13% average <br />¦Irrigation season - 69% average <br />¦Year total - 50% average (86% of projected) <br />NPPD worked with the Nebraska Game and Parks Commission, the U.S. Fish and <br />Wildlife Service, and the Federal Energy Regulatory Commission (FERC) to delay <br />releases for the Rock Weir Study near Lake Ogallala as required by the FERC license. <br />Central obtained a waiver from FERC of the non-irrigation season operational provisions <br />of the Very Dry Condition. <br />The Districts made efforts to reduce the irrigation demands placed on Lake McConaughy. <br />Central limited the storage water available to contract canals and limited Central <br />customers to 8.4 acre-inches per acre. NPPD planned for reduced deliveries and <br />continued rotational deliveries on all of NPPD's canals and NPPD contract canals. <br />XEA operations <br />¦began water year with 98,057 acre-feet <br />¦added 314 acre-feet on October 1 <br />¦added 35,407 acre-feet from October through April <br />¦no releases made in 2006 <br />¦ended with approximately 114,182 acre-feet <br />McConaughy declined 78,200 acre-feet from previous year to end at 364,200 acre-feet.
