PROJECT APPROACH
<br />To prepare for this project, Riverside invested resources in evaluating web-mapping alternatives
<br />for the Flood DSS. The reviewed technologies include ArcIMS, which was used to develop the
<br />prototype viewer, ArcGIS Server with the Web ADF and the JavaScript API, and OpenLayers.
<br />Other technologies currently used by the State are Scalable Vector Graphics (SVG) and
<br />MapGuide. The SVG and MapGuide technologies are not included in this review due to their
<br />limited user base and because Adobe no longer supports the SVG Viewer.
<br />Following are brief descriptions of four alternative technologies for implementing the
<br />operational Flood DSS Map Viewer.
<br />ArcIMS -This technology was used with the prototype Flood DSS Map Viewer. With this
<br />alternative, ArcIMS is used as the map server and the HTML Viewer is used on the client
<br />(Figa~re 4-1). Using this technology will minimize the development effort because most of the
<br />required features are implemented in the prototype. However, the viewer is based on an older
<br />technology that is not capable of mashups. Therefore, overlaying data from web map services
<br />and operational data is not possible, requiring that all data be served by a single service. The
<br />ArcIMS server does not support cached maps, making the rendering of the map relatively slow.
