Example Soil Moisture Data from SNOTEL May Aelp Indicate Runoff Potential and Flood <br />Threat <br />The RFP requests that three NOAA data sites be evaluated for integration with the Flood DSS: <br />• Meteorological Assimilation Data Ingest System (MADIS) <br />• National Digital Forecast Database (NDFD) <br />• FX-Collaborate (FXC) <br />The NOAA MADIS is a data flow system that ingests, integrates, quality controls, and <br />distributes hydrometeorological observations from NOAA and non-NOAA sources (http://www- <br />sdd.fsl.noaa.gov/MADIS Overview/MADIS Overview.html). Some of the datasets are <br />restricted for redistribution, while others are public. MADIS currently contains several datasets <br />that may be relevant to the Flood DSS, including hydrometeorological data from the National <br />Weather Service, Colorado Department of Transportation, and the Denver Urban Drainage and <br />Flood Control District, among other sources. MADIS is a flexible system that can collect data <br />from new sources based on user interest. Real-time data are updated every five minutes. <br />Historical data have been archived back to 2001. The data may be obtained in several ways, <br />including ftp, using free data management software, or through aText/XML Viewer web service. <br />During the data inventory, Riverside will evaluate in conjunction with the State of Colorado <br />whether the benefit from integrating these datasets warrants the system development costs. <br />Of the three NOAA data sites mentioned in the RFP, NDFD is likely to be the most easily <br />integrated into the Flood DSS. It includes a number of operational climate and outlook data <br />elements that are relevant to the Flood DSS (see Table 4-4). During the data inventory process, <br />Riverside will evaluate integrating gridded datasets from the NDFD, which are provided in <br />GRIB2 format. The data are updated hourly to an ftp and an http download site. For integration <br />with the Flood DSS, a process would need to be developed to download the data for the Central <br />Rockies region and process the data into a usable format for the State of Colorado.
