Pulse Flow, and monitors State and Federal Depletion Plan compliance. Independently <br />determines and develops approaches to solutions and obtains management approval for <br />implementation. Acts as lead person/subject matter expert and provides leadership and direction <br />to technical and operations staff. Develops, implements, and maintains programs, systems, and <br />procedures to ensure compliance with environmental requirements and Water Action Plan. <br />Oversees and manages water quality and water resources contractors. Supervises Assistant Level <br />Technical Support Water Resources staff. <br />Areas of Focus: All aspects of planning and implementation of Water Plan; management of <br />Water Quality monitoring; coordination with Adaptive Management and Land Plans. <br />Assistant Level Technical Support Water Resources (L. Belanger) <br />[Currently working 100% on other projects, not working on the Program until January 2009, <br />anticipate a minimum of 50% commitment to Program from that point forward.] <br />Assist the Director of Water Resources Engineering in water supply planning, water supply <br />modeling, permitting, water quality data analysis, and providing technical leadership and quality <br />control review for water resources oriented tasks. Provide project management including <br />invoicing, budgeting, deadline, quality control, and contract management. Provide technical and <br />regulatory strategy for complex water projects. Coordinate with natural resource and regulatory <br />agencies to clarify rules and obtain timely permit approvals. <br />Areas of Focus: Water resources project planning and permitting. <br />Assistant Level Technical Support Water Resources (Vacant) <br />Assist the Director of Water Resources Engineering in water supply planning and permitting, <br />hydrology and hydraulic modeling, consumptive use estimation, conjunctive management <br />operations, and providing technical leadership and quality control review for water resources <br />oriented tasks. Provide project management including invoicing, budgeting, deadline, quality <br />control, and contract management. Provide technical and regulatory strategy for complex water <br />projects. Coordinate with natural resource and regulatory agencies to clarify rules and obtain <br />timely permit approvals. <br />Areas of Focus: Water resources project planning and permitting with a watershed management <br />emphasis. <br />II. LAND <br />Director of Land Acquisition and Management (B. Sackett) <br />Responsible for implementing the Land Plan including all aspects of the acquisition, restoration, <br />and management of Program lands. Establishes initial contact with landowners, evaluates <br />landowner interest in selling, easements, or leasing the land, arranges for title search of land <br />parcel, oversees the team that evaluates each parcel of land and writes reports on land. Presents <br />recommended land parcels to Governance Committee and, if approved, contacts appraisers and <br />arranges for appraisals. Leads negotiations for land acquisition. <br />Page 2 of 5
