HEADWATERS CORPORATION <br />POSITION DESCRIPTIONS FOR <br />PLATTE RIVER RECOVERY IMPLEMENTATION PROGRAM <br />November 3, 2008 <br />INTRODUCTION <br />The organization of Headwaters Corporation follows the basic structure of the Program. The <br />fundamental functional areas of Water, Land, and Adaptive Management are mirrored <br />specifically as discipline groups and are supported by the Outreach/Operations and Technical <br />Support groups. This structure is illustrated in the accompanying figure and described herein. <br />The position descriptions corresponding to these groups are provided below. <br />The nine current staff inembers are linked to the position descriptions and the percentages of <br />time they are committed to the Program are provided. The Program is the primary focus of <br />Headwaters Corporation to an overwhelming degree, but not the exclusive focus of every staff <br />member as detailed below. Unless specifically noted, each individual is exclusively or viriually <br />exclusively committed to the Program. Of the nine current staff inembers, seven are exclusive or <br />functionally exclusive to the Program, one is 60% on the Program, and one has not yet begun <br />work on the Program. There are three positions noted that are currently vacant. The timing of <br />filling these positions varies, but the intent is that these positions be filled either in the first or <br />second quarters of 2009. A Summary Table of this information is provided at the end of the text. <br />In addition to these current or planned full time staff, there are contractors that provide <br />Headwaters Corporation legal, accounting, IT, and various forms of technical support on an as- <br />needed basis. These contractors are not specifically included on the organizational chart or in the <br />position descriptions. <br />POSITION DESCRIPTIONS <br />Executive Director (J. Kenny) <br />Responsible for the implementation of the Platte River Recovery Implementation Program as <br />guided by the Governance Committee. Provide supervision of the managerial, administrative, <br />and technical support required to accomplish implementation. Prepare annual budget for review <br />by the Finance Committee and approval by the Governance Committee. Prepare contractor <br />selection procedures for review by the Finance Committee and approval by the Governance <br />Committee. Review invoices for accuracy and consistency with work accomplishments and <br />compliance with contracts and amendments. Provide a review of Program tasks and periodically <br />report on the status and progress of each task to the Governance Committee. <br />1. WATER <br />Director of Water Resources Engineering (B. Courtney) <br />[Currently working 60% of the time on the Program, 40% on other projects.] <br />Serves as Chief Engineer for the Program. Responsible for implementation of Program Water <br />Plan.
