agencies since its founding in 1989, the continuity of the core team has been maintained, <br />b'ringing the entirety of this experience to bear on the PRRIP application, and <br />demonstrating the fundamental characteristics of longevity and continuity desired. <br />The USFWS-IT Team has developed over 40 DBMS for tlle US Fish & Wildlife Service. <br />A good example of such a DBMS is the Environmental Conservation Online System at <br />http://ecos.fws. ovg /ecospublic/index.do. Other DBMS systems have been developed for <br />the US Geological Survey, the National Park Service, the :!Vational Biological <br />Information Infrastructure, and a joint venture of the Department of Transportation, <br />Homeland Security, and the USFWS. T'he proposed genera1 specifications for the Platte <br />River Recovery Implementation Program DBMS are simil.ar in nature and extent to those <br />developed for the other users cited. <br />The USFWS IT Team has the background and experience to provide the services <br />required <br />ltesources: The USFWS-IT Team has state-of-the-art equipment and is expected to stay <br />on the cutting edge regarding updates to soflware and equ:ipment. The staff of the <br />USFWS-IT Team consists of approximately 14 staff (12 contract and 2 USFWS <br />employees). The USFWS-IT Team has very little turnover, and over 80 years of <br />combined experience in developing and managing web-baLsed DBMS for environmental <br />projects/programs. In addition, the personnel on the USFNVS -IT Team are devoted to <br />research and development and we can expect that they would constantly be improving <br />their approach to database development, management and storage as a fundamental <br />component of their development philosophy. We can expf;ct to benefit from this focus on <br />technological advancement. <br />The USFWS IT Team has the staff resources and equiprnent to provide the services <br />required <br />Scope, Budget, and Schedule: Preliminary discussions of scope of services, schedules, <br />and budget limits indicate that the services required can be provided within the budgetary <br />and schedule constraints. Details of scopes, budgets, and schedules will be established <br />through an incremental process of discussion and negotiat:ion defining distinct work tasks <br />as the project progresses. <br />7'he USFWS IT Team can provide the services required in the timeframe required and <br />fvithin the bounds of the budget established
