Justification for Non-competitive Selection <br />Selected: US Fish & Wildlife Service Information Technology Team <br />Project: Development, Implementation, and Management of <br />Platte River Recovery Implementation Program (PRRIP) <br />Database Management System (DBMS), PD-8 <br />To: Governance Committee <br />From: Jerry Kenny, Egecutive Director PRRIP <br />Date: September 2007 <br />Unique Qualifications: <br />The purpose of this section is to establish the unique qualifications serving as the <br />basis for the non-competitive selection. <br />Data and materials to be collected for the Platte River Recovery Implementation <br />Program, as well as similar information already gathered during the Cooperative <br />Agreement phase of the Program form the critical foundation for scientific analyses, <br />informed decision making, and sound ecosystem management. <br />It is critical that that this information be organized and stored in a manner that provides <br />access and utiliry to the information, but that also provides long-term security and <br />continuity in access. It is the consensus of the Governance Committee that the best means <br />of providing this long-term security and continuity in access is to procure the IT services <br />from one of the member agencies. This also provides direct accountability and a highly <br />vested interest in the successful completion of the services from the contractor. <br />The US Fish and Wildlife Service IT Team emerged as the only viable candidate from <br />among the member agencies; therefore, is considered to be uniquely qualified to <br />provide the required services <br />Ability to Provide Services: <br />The purpose of this section is to establish that the selected contractor can with high <br />probability perform the services required. <br />Experience: The U.S. Fish & Wildlife Service Information Technology Team (USFWS- <br />IT Team) has extensive experience developing, implementing, and managing Database <br />Management Systems (DBMS) for ecological monitoring programs similar to the system <br />required by the PRRIP.
