, <br />5.0 FUNDTNG OF THE PROGRAM <br />5.1 ANNUAL FUNDING SOURCES <br />Funding reliability is needed to ensure that the Program is conducted on a continuous basis and <br />that high-priority Program elements are funded every year. <br />5.1.1 U.S. Fish and Wildlife Service <br />U.S. Fish and Wildlife Service will contribute one-half of the annual Program management <br />budget of $525,040 or $262,500. This contribution may be in terms of in-kind services, direct <br />funding through Congressional appropriation, other sources, or provision of Section 6 funds to <br />the States on a cost sharing basis <br />5.1.2 U.S. Bureau of Reclamation <br />U.S. Bureau of Reclamation will contribute one-half af the annual Program management budget <br />(see section 3.1) of $525,000 for a total of $262,500 per year during the initial stages of the <br />Program. The contribution may be in terms of in-kind services committed to any and all aspects <br />of the Program, including studies on the potential sources of operation of water management <br />activities for the Conservation Program. _ <br />5.1.3 State Funding <br />State participation is an important element of the Conservation Program; including review of <br />activities ca.rried out by the Program staff (see section 3.3.2), participation in water management <br />activities by the state water resources agencies, including administration of instream flows or <br />other sources of water, review of the Conservation Committee's annual work plans, and <br />participation, if needed, in any standing or ad hoc committees created by the Conservation <br />41
