4.3.2 Water Acquisition <br />There are no specific estimates of the cost of water acquisition needed to meet the Program <br />goals. This results from a number of factors including: <br />l. Initial estimates of water needs are based on land management configurations existing <br />in the Platte River as of the time the Program was adopted. As a result of channel clearing <br />and channel shaping, estimated water needs will change. <br />2. The types of water management methods that may be used (see Section 2.2) cannot be <br />projected, nor can the yield or cost of such methods. <br />As water neerls are better defined and..t•he7 methods to meet those needs are examined, specific <br />cost estimates will be made for water acquisition activities needed to support the Program. <br />Those estimates can then be factored into Congressional funding requests. <br />4.4 OPERATION AND MAINTENANCE <br />Operation and maintenance costs will initially be zero; however, as land and water are acquired <br />these costs will be incurred. The 18,750 acres to be acquired by the Program, included an <br />excess factor of 1.25, leaving 15,000 acres of actual habitat. If it is assumed that the entire <br />15,000 acres must be maintainerl'entirely by the Program, and that the annual maintenance cost <br />is $50/acre per year, then the operation and maintenance cost of the Program would be $750,000 <br />per year for land, plus operation and ma.intenance costs of water management activities. <br />40 <br />-?,
