I <br />The Program Director and Staff will have operational responsibility for implementing and <br />completing research activities as directed by the Conservation Committee. Research <br />Conservation Committee and Program participants at regularly scheduled intervals. <br />2.3.2 Monitoring <br />Monitoring is an ongoing activity designed to determine the habitats, which is the goal of the <br />Platte River Habitat Conservation Program. Monitoring will be operated as a distinct Program <br />activity, but may include (but not be duplicative o fl some types of data collection performed for <br />research purposes. Monitoring activities will focus on specific river reaches, habitat types, <br />habitat management strategies and practices, and other habitat recovery activities. Monitoring <br />methodologies and techniques will be standardized to isolate spatial and temporal effects from <br />effects attributable habitat management activities. <br />Operational management of monitoring activities will be the responsibility of the Program <br />Director and Staff, monitoring results will be available to the Conservation Committee and <br />Program participanis similarly to research results. - <br />2.3.3 Data Management <br />The goal of the data management activity of the Program will be to organize and operate a <br />comprehensive, centralized data management system which supports and expedites decisionmak- <br />ing and decision implementation within the Program. This data management goal will be <br />accomplished through 2 principal objectives: 1) acquisition, organization, and utilization of <br />existing data from State, Federal, and private sources on components of Platte River habitats and <br />factors affecting those habitat components and 2) ensure coordinated and effective data <br />management, analysis, and dissemination in the future. <br />Such a data management system is indispensable to cost effective research and monitoring <br />activities of the Program and to informed implementation of the Program.
