! <br />2.1.5 Annual Land Management Plan <br />Prior to the beginning of each Program fiscai year, the Program wiil develop an annuai land <br />management plan. The management plan will set out specific objectives for the fiscal year in <br />terms of land acquisition, and land management, such as maintenance of existing lands, channel <br />shaping and modifications, clearing, island development, and other management activities <br />appropriate for the Program. The annual plan will be subject to review and approval by the <br />Conservation Committee.- <br />2.2 WATER MANAGEMENT <br />The water management element will create the conditions needed for recovery and conservation <br />of habitat for threatened and endangered species in the central Platte River iri a manner that is <br />consistent with Federal and state laws, and the interstate compact and U.S. Supreme Court <br />decrees apportioning water among the states (Appendix 6.1). <br />Various estimates have been made regarding the timing and quantity of water needed to recover <br />and conserve habitat, however, those estimates do not incarporate the positive habitat impacts <br />of implementing land management methods (see Section 2.1) to improve habitat. Implementation <br />of these methods, including land clearing, maintenance, and physical modification of the Platte <br />River channei to make it more suitable for threatened and endangered species, may result in <br />modification of previous estimates of water requirements. <br />2.2.1 Approach <br />The approach to meeting water needs of the threatened and endangeretl species will incorporate <br />concepts of flexibility, phasing, and prioritization. Flexibility for meeting water needs means <br />considering all potential sources of water for threatened and endangered species habitat. Phasing <br />means using those sources as they become available. Prioritization means establishing priorities <br />11
