5) In conjunction with the ED a.nd staff, the Selection Panel will develop a pool of nominees, <br />evaluate the credentials of those nominees, and recommend qualified candidates for <br />appointment. This pool of candidates should include indentified azeas of needed expertise, <br />meet the membership criteria for the ISAC, and be large enough to last through several <br />rounds of appointments during the First Increment.
